A shopper searching a brand and a model is, in the overwhelming majority of cases, served the manufacturer first. That is not a failure of your SEO. It is a structural feature of how brand terms resolve, and no agency is going to change it.
What is winnable sits underneath that: the brand-plus-location terms, the model-plus-trim comparisons the OEM site handles generically, the financing and trade questions the templates never covered, and the entire service and parts category that most franchise marketing ignores.
The competitive set that actually matters is not the manufacturer. It is the four or five same-brand rooftops in your region running the identical platform, the identical OEM copy and the identical module order. Everything that differentiates you has to come from outside those templates, because inside them you are all the same site.

Can you do SEO if we cannot edit our website?
Yes, and it is the normal case for franchise stores rather than an exception. Authority building, content, local presence and off-platform assets all work regardless of who owns the CMS. Where a fix genuinely requires platform access, we write the exact request for you to send to your provider.
Will this conflict with our OEM digital program?
It generally sits alongside it rather than against it. Your OEM program is aimed at brand and model demand. This is aimed at the store-level, location and service demand the brand program does not chase.
We are one of five same-brand stores in the region. Does that make it pointless?
It makes it the reason to do it. Since all five of you run the same template and the same copy, differentiation cannot come from the site. It comes from authority, local presence and content that none of you currently have.
Is this claimable against co-op?
